Der Grundrechtskatalog greift die neueren Entwicklungen auf, z.B. in Gestalt eines kulturellen Teilhaberechts (Art. 20 Ziff. 14), der Unschuldsvermutung (Ziff. 17 ebd.), der Erstreckung der Grundrechte auch auf Gesellschaften (Art. 21: "companies", ähnlich Art. 19 Abs. 3 GG). Vor allem aber hebt die generelle Grundrechtsentwicklungsklausel in- Art. 22 die Verf. auf den jüngeren Standard des Verfassungsstaates. "The enumeration of the fundamental rights recognized in this Chapter does not exclude the others which are guaranteed by the Fundamental Law, nor others of a similar nature and which are derived from the dig nity of man, from the principle of the sovereignty of the people or of the social and democratic legal State and the republican form of govern- ment". Guate mala (1985) auf;28 sie können grundrechtstheoretisch gar nicht hoch genug veranschlagt werden. Wir finden in
Äquatorial Guinea überdies eine Garantie der freien Marktwirtschaft (Art. 65): "... principle of the freedom of the market-place, enterprise, competi- tion, and competence, with the Intervention of the State oriented toward the just distribution of the national wealth and revenue". Der auffälligste "Fund" im Ensemble dieser Verfassung ist neben der Garantie der lokalen Selbstverwaltung (Art. 154 f.) und einer Ewigkeits klausel (Art. 157): "The republican and democratic system of the Sovereign State of Equa- torial Guinea, the national unity and the territorial integrity cannot be the object of any reform") der
