Peter Häberle dass sich Kleinstaat und Föderalismus nicht ausschliessen; sie verfügt über einen reichhaltigen Grundrechtskatalog (Art. 8 bis 24), sie richtet eine "ori­ ginal Jurisdiction of High Court in constitutional questions" ein (Art. 96) und sie sieht einen Sezessionsartikel (115) vor für den Fall, dass die Insel Nevis aus dem Bundesstaat ausscheidet. Vor allem aber sei die prägnante Präambel zitiert, als Musterbeispiel für die identitätsstiftende Kraft, die sie gerade bei Kleinstaaten spielt: "Whereas the People of Saint Christopher and Nevis - (a) declare that the nation is established on the belief in Almighty God and the inherent dignity of each individual; (b) assert that they are entitled to the protection of fundamental rights and freedoms; (c) believe in the concept of true democracy with free and fair elections; (d) desire the creation of a climate of economic wellbeing in the context of respect for law and order; and (e) are committed to achieve their national objectives with a unity of pur- pose:..." Tuvalu hat bereits zwei Verfassungen hervorgebracht. Die erste von 1978 ist u.a. wegen ihrer 
Präambel bemerkenswert, denn hier wird die Geschichte dieser Inseln im Pazifik seit Queen Victoria nachge­ zeichnet, zugleich ist Bezug genommen auf die "rule of law" und "Tuva- luan custom and tradition". Die zweite Verfassung von 1986 zeichnet sich vielfältig aus: die neue Präambel verzichtet charakteristischerweise auf eine Wiederholung der Geschichtsschreibung des (nun etablierten) Inselstaats, sie reichert sich statt dessen mit weiteren Grundwerten an. Hier einige Stichworte: "rightfull place amongst the Community of nations in search of peace and general welfare", "Amongst the values that the people of Tuvalu seek to maintain are their traditional forms of communities, the strength and support of the familiy", "mutual respect and co-operation", "The life and the laws of Tuvalu should therefore be based on respect for human dig­ nity, and on the acceptance of Tuvaluan values and culture".
