NBs haben weniger mit technischen als vielmehr mit politischen und wirtschaftlichen Herausforde-
rungen zu kämpfen. Vitiello (2001, S. 280-281) fasst letztere mit dem Stichwort Globalisierung
ZUSAMMEN:
», Globalisation is the most distinctive economic, social and political factor of contemporary socie-
ties with overall implications for cultural and educational products. In the cultural field, it coin-
cides with the world-wide dissemination of uniform models and patterns behaviour, usually per-
meated by the entertainment culture of Hollywood blockbusters. For many critical commentators,
globalisation means lack of diversification among cultural products and a selection of content that
is exclusively dictated by profit concerns.
In the environment that surrounds national libraries some distinctive trends may be noticed. The
first is concentration of cultural industries. The world publishing industry is on the way of being in
the hands of a few global players. In almost all countries few groups control more than half of the
publishing business. Cross border alliances and mergers are taking place at a rapid pace and it
may well be that in a few years a handful of companies will control the whole European publishing
market. All the more that new technologies are favouring the vertical concentration of global play-
ers with the result that a handful of conglomerates may control both the segments of production of

cultural content and its distribution to consumers at large.’
Eine weitere Aufgabe für NBs sieht er darin, aktiv gegen das Aussterben von selten gesprochenen
Sprachen und kulturellen Eigenheiten anzukämpfen, indem man möglichst viele Verleger und Autoren
ermutigt und überzeugt, ihre Publikationen der NB zur Sammlung und Archivierung abzugeben. Vi-
tiello (2001, S. 281-282) schlägt vor, dass solche Inhalte über ein Netzwerk von Bibliotheksverbünden
auf einem vereinfachten kostenpflichtigen Tarıfsystem verbreitet werden können. Somit werden die
urheberrechtlichen Bestimmungen eingehalten und die Produzenten erhalten ihr Geld.
Allgemein haben NBs gemäss Vitiello (2001, S. 282) gegen die sich ausweitende Schere zwischen
"Informationsreichen" und "Informationsarmen" anzukámpfen und sich für einen gerechteren Informa-
tionsausgleich, pluralistische Ausdrucksweisen und kulturelle Diversivitát stark zu machen.
Laut Chalmers (1997, S. 37) haben NBs als Informationsdienstleister eme Schlüsselrolle in der Ent-
wicklung von Informationsprozessen gespielt und sind aufgerufen, dies ebenso mit der laufenden
Entwicklung von elektronischen bzw. digitalen Systemen zu tun.
