Conversely, public library services may not adhere to quality standards due to the
deficiency of human and even material recourses. Moreover, in the case of regional and
branch libraries, local councils sometimes intrude on the library services, and policies
concerning collection development and maintenance. For example their opinions on
censorship, donations and choice of library material may not abide by the public libraries"
policies and strategies.
To sum it all up, it is of vital importance to provide guidelines on quality services;
train or retrain staff professional library procedures and even in Customer Care, and
communicate with users to evaluate and eventually improve services accordingly.
